Gaming at Estoril was licensed from 1916, and the casino building that stands today opened in 1931; it is regularly described as the largest casino in Europe by floor area. During the Second World War neutral Portugal made Estoril a refuge for exiled European royalty and a listening post for both sides; Ian Fleming, then a British naval intelligence officer, passed through in 1941, and the visit is widely cited as an inspiration for Casino Royale. Hotel Palácio, opened in 1930, housed many of the same guests and keeps its wartime association through its bar.
